William Alanson Howard (1813-1880) was a member of the US House of Representatives between 1855 and 1861. Stanton in regard to his conduct near the outbreak of the US Civil War.

The broadside details Adkins' racial prejudice and Fulbright's opposition to it, as well as other key issues Fulbright supported.
